Law Enforcement vs Citizens  

When citizens feel fear and a disconnect with the very police department who has been sworn to protect and serve their community, there is cause for concern.  On the other hand, and just as important, is when a police department is being ridiculed and accused of misconduct based upon the acts/actions of a few officers, there is cause for concern.

In either of the above instances, there exists unresolved tensions between law enforcement and the community, specifically minority communities.  Of course, the blame for those high-profile occurrences, that often lead to demonstrations and riot situations, can be attributed to any number of variables.

First and foremost, the dialogue between law enforcement and the public should take place far in advance of any high profile incidents and at a time when cooler heads on either side of the conversation prevail.  It is important that community leaders aid police in offering information to the public about the law, the policies and the practices of their local law enforcement partners.
